UEFA’s vision

To better understand and communicate how football participation impacts societal interests, UEFA has sponsored the development of a comprehensive, rigorous valuation model to demonstrate the impact that non-elite mass participation in football has across a spectrum of societal outcomes. The “Activity Impact Model” is the result of UEFA’s efforts.

As the umbrella organization of 55 national associations across Europe, UEFA brings unparalleled experience and expertise to each and every discussion. Our goal is to empower football organizations with information and training, helping sports to help themselves. By further centralizing impact evaluation efforts, UEFA hopes to provide services to football organizations at little to no cost so development funding to continue to sponsor public access to football.

The evolution of the method

Version history

2017

What was first called “The UEFA SROI Model” was developed in 2017 after a series of tests, applications, refreshes and adjustments. The initial version of the UEFA SROI Model was successfully tested in two UEFA national associations, and then further applied in fifteen national contexts.

2019

UEFA SROI Model released with updates to some data points, following a literature review.With the help of an academic advisory group, the Model was significantly refreshed and extended to cover a broader range of outcomes using a variety of econometric and social valuing methods. This refreshed version was taken online and was applied at the national, regional, district, club and even football programme level. This led to tangible impacts in terms of awareness, dialogue, planning and investment to promote football participation.

2021

UEFA SROI Model released with updates to some data points, following a literature review, and the addition of social capital as an outcome, and updates to calculations for Subjective Wellbeing following new research

2023

The latest evolution has strengthened the rigour of our methods and data sources, and created a more user-centric process. At this point, the UEFA SROI Model was renamed to the “Activity Impact Model” to better represent UEFA’s progressive approach.
